What the DeCA is and who has to carry it

The DeCA (documento electrónico de control administrativo) is the electronic administrative control document that travels with every public road freight transport in Spain. It is required by Law 9/2025 of 3 December on Sustainable Mobility and is mandatory from 5 October 2026 (eighth transitional provision: ten months after the law came into force). Its format is set by the Resolution of 5 June 2026 (published in the BOE, Spain's official gazette, on 12 June) and its content by Order FOM/2861/2012, as amended by Order TRM/282/2026.

The document on the road

The driver carries the DeCA on a phone or printed with the QR. The officer scans it and the browser opens the PDF directly, no login. The portal's HTML view is still available for people (request it with &view=html).

How it is used

Create the DeCA from the module menu or from a shipment, click Issue and the module generates the PDF, the QR with the public URL and the CSV. You can also issue it via API:

Enable the API in the module setup (generate your X-API-Key) and get the OpenAPI 3.0 spec with Swagger UI. With EasyAPI installed, the resource is called with your DOLAPIKEY and appears in the viewer.

What is included

What it is for

• Companies with their own fleet moving third-party goods: they issue the DeCA straight from the shipment.
• Pure carriers (holders of a transport card): standalone documents, no shipment needed.
• Logistics operators, agencies and cooperatives acting as intermediaries, who sometimes receive the document from someone else.
• Concrete, aggregates, fruit, heavy parcel: road transport of any goods.
• Mixed fleets with different plants or origins and Spanish and foreign drivers: every transport gets its own document and QR.
• Work with companies from other countries: the shipper, the carrier or the consignor can be foreign. Their VAT number is accepted with or without the country code, and foreign-plated vehicles go into the fleet too.
