Setup PF – French Polynesia localization

Setup PF localizes a standard Dolibarr for French Polynesia with a single module activation:

- Sets the currency to XPF (Pacific Franc) with 0 decimals (XPF has no subdivision).
- Applies the local number format: 2 500 (space as thousand separator, comma as decimal separator).
- Adds the official French Polynesia VAT rates (0 %, 5 %, 13 %, 16 % — source DICP) to the tax dictionary, only if no active rate already exists for French Polynesia — your own tax codes are respected.

French Polynesia uses standard VAT, so no label is changed: Dolibarr's native "VAT/TVA" wording is already correct. The setup page shows the applied configuration and the rates provided.

Disabling the module restores the previous settings. Tax rates already in the dictionary are preserved (they may be referenced by existing invoices).

No external call, no data sent anywhere, no file written outside the database. Cannot be active together with Setup NC (New Caledonia localization).
