Setup NC – New Caledonia localization

Setup NC localizes a standard Dolibarr for New Caledonia with a single module activation:

- Replaces every "VAT" label with "TGC" (Taxe Générale sur la Consommation — New Caledonia's general consumption tax, the local VAT) across the whole interface — setup, invoices, third parties, accounting, reports — using Dolibarr's native translation override table, so it also applies to other modules. The TGC acronym is used whatever the user language, as it is on every invoice and tax form in New Caledonia.
- Sets the currency to XPF (Pacific Franc) with 0 decimals (XPF has no subdivision).
- Applies the local number format: 2 500 (space as thousand separator, comma as decimal separator).
- Sets fr_NC as default language for new users. Existing users are never changed automatically: an explicit opt-in action is available on the module's setup page.
- Adds the standard TGC rates (0 %, 3 %, 6 %, 11 %, 22 %) to the tax dictionary, only if no active rate already exists for New Caledonia — your own tax codes are respected.

Disabling the module restores the previous settings and removes the label overrides it added. Business data (tax rates already used on invoices, user preferences, overrides you added yourself) is preserved.

No external call, no data sent anywhere, no file written outside the database. Cannot be active together with Setup PF (French Polynesia localization).
